The Ministry of Labor approved the procedure for the social and psychological rehabilitation of disabled people

According to the document, disabled people can receive such services in stationary, semi-stationary forms, as well as at home. The latter option is available to patients with third-degree limitations in one or more basic categories of life activities (ability to orientate in space, self-care, mobility, etc.). In addition, if there are contraindications, at the request of the disabled person, some of the activities that do not require personal presence can be provided remotely.

The list of specialists performing the procedures includes a medical psychologist or psychologist, and recommended specialists include a speech therapist, oncopsychologist, psychotherapist, psychiatrist, Russian sign language interpreter, and deaf-blind interpreter.

The necessary measures include primary social and psychological diagnostics, counseling, practical classes, psychological training, etc. During their implementation, specialized specialists identify the presence or absence of cognitive impairments of the disabled person, conduct a study of general motor skills, communication skills, correct the disabled person's self-awareness, help process his negative experiences, etc. During rehabilitation, auxiliary means can be used, including board games for memory development, puzzles, kits for developing the associative process, silicone balls for training the hands.

Among the sample methods that can be used in psychological counseling, the standard lists cognitive behavioral therapy, family psychotherapy, existential psychotherapy, gestalt therapy, art therapy, and psychodrama.

The order also sets the minimum duration of each event. According to the document, 1 hour is allocated for the initial and repeated social and psychological diagnostics, and the same amount is allocated for psychological counseling. Information takes half an hour, practical classes and social and psychological education take about 45 minutes, and training takes an hour and a half.

In June 2025, the Ministry of Labor adopted several more orders dedicated to the rehabilitation of disabled people. They concern social and domestic , social and environmental , and social and pedagogical rehabilitation and habilitation. The standard for providing the service of vocational guidance for disabled people was also approved.

In addition, in May the department approved the standard for providing services for social and psychological rehabilitation and habilitation of disabled people who have suffered an injury, wound, concussion, or mutilation in connection with military actions. Among other things, the order contains a list of activities that must be carried out during the provision of services, a list of specialists involved, and indicators for the duration of rehabilitation.

In April 2025, Deputy Prime Minister Tatyana Golikova, at a meeting of the Commission under the President of the Russian Federation on Disability Affairs, gave a number of instructions to regulators on issues related to improving specialized medical care and rehabilitation of people with disabilities. Thus, the Russian Ministry of Health needs to involve specialists from the All-Russian Society of the Blind in training workers performing medical rehabilitation in communication skills with blind and disabled people.
