#1 Russian President Vladimir Putin signed a law that envisages massive amendments to the federal budget for 2025. The government proposed adjusting the financial parameters of the document taking into account the new macroeconomic forecast. The changes also affected healthcare spending, which was increased by 28.6 billion rubles. The additional funding mainly affected the Circle of Good fund, which will receive an additional 16.2 billion rubles, about 2 billion rubles on top will go to purchasing Pentaxim for vaccination in the regions, and 1.2 billion rubles will be sent to complete the construction of a maternity hospital in Magadan. Additional funds were allocated for neonatal screening and preferential drug provision.
#2 Clinics will be required to promptly transmit electronic data to the Ministry of Internal Affairs on the results of medical examinations of drivers when diseases that are included in the list of contraindications for driving are detected. The State Duma deputies adopted the corresponding draft federal law in the third reading. The bill has been under consideration since 2022. If finally approved, the amendments will come into force on March 1, 2027.
Assignments
Vladimir Putin instructed the Russian Government to study the possibility of improving the procedure for changing the essential terms of offset contracts for the supply of medicines and medical devices. In particular, regulators should think through a mechanism for replacing the range of goods provided with improved products in cases where the supplier has such an opportunity. The government must submit thematic decisions by November 1, 2025. Putin also instructed departments to work on improving the mechanism of the cluster investment platform to ensure the possibility of financing work on the creation of new pharmaceutical products. The head of state formulated the instructions following the May meeting with representatives of Delovaya Rossiya.
Regulators
• Vladimir Putin approved amendments to Federal Law No. 127 "On Science and State Scientific and Technical Policy". The amendments expanded the list of data to be entered into the Unified State Information System for Recording Scientific Research, Experimental Design and Technological Work for Civil Purposes. Now, research organizers will have to provide information on developments involving foreign citizens and organizations, as well as Russian legal entities associated with foreign operators. The participation of such actors in research will be coordinated with the FSB of Russia.
• The State Duma approved in the first reading the bill on the legal status of the All-Russian public organization "Russian Red Cross" (RRC). The document establishes the areas of activity of the organization and the procedure for interaction with state authorities and local governments. In total, the document contains 11 articles. Among other things, the regulations set out the conditions for membership and the involvement of volunteers in the activities of the RRC.
Government procurement
Vladimir Putin signed a federal law, according to which a state system for preventing, identifying and suppressing agreements that restrict competition will be launched in August 2025. The FAS of Russia has been appointed as the operator of the system. The service will be able to scan information on all tenders held on a daily basis, including using artificial intelligence. The solution will ensure "significant savings in budget funds due to the decartelization of state and municipal purchases and the creation of competitive conditions for tender participants." The FAS calls the system the GIS "Anti-Cartel".
Medical services market
Medtech company Lab4U shared with Vademecum the results of a survey on the assessment of the quality of services provided to patients in partner medical centers. The data was collected from January to May 2025. The study involved 1.5 million clients from almost 1.3 thousand non-network private clinics. The greatest changes in the opinions of patients of such institutions were noted in the category of quality of work of medical personnel. According to the data provided, the share of organizations with a rating above 4.8 out of a possible 5 points for this criterion increased from 63.5% to 71%.
Government support
The Russian government will allocate 500 million rubles from the reserve fund to the Federal Medical and Biological Agency to pay off the accounts payable of the St. Petersburg Research Institute of Vaccines and Serums, which is subordinate to the agency. The funds will be used under the "financial recovery program" that is in effect from 2024 to 2030. The total amount of the SPbNIIVS debt is not disclosed, but the institute already received a similar subsidy in 2024.
