A pilot project for the rehabilitation of disabled children will be extended until 2028.

The 38 Russian regions listed in the draft document include the republics of Adygea, Kalmykia, Komi, Crimea, Mordovia, Tatarstan, Khakassia, the Chuvash Republic, as well as the Kamchatka and Krasnodar Krais. The list also includes the Belgorod, Bryansk, Volgograd, Voronezh, Ivanovo, Kaliningrad, Kaluga, Kirov, Kostroma, Lipetsk, Nizhny Novgorod, Novgorod, Novosibirsk, Ulyanovsk, and Yaroslavl Oblasts, among other regions.
Under the pilot project, rehabilitation services for children with disabilities are provided by specialized organizations on a comprehensive basis using an electronic certificate. This certificate allows for the payment of rehabilitation services at specialized institutions, as well as meals and accommodation for patients and accompanying persons. Regional and federal rehabilitation organizations must be under the jurisdiction of the Russian Ministry of Labor. The certificate also provides reimbursement for travel expenses to the rehabilitation site.
The explanatory note to the draft government resolution states that, during the project's implementation, approximately 11,200 electronic certificates totaling over 1.1 billion rubles were issued to pay for comprehensive rehabilitation and habilitation services for children with disabilities. Approximately 8,800 children with disabilities applied for this service, and as of September 1, 2025, approximately 7,000 children had received the service.
The effectiveness of rehabilitation, according to the results of assessments by federal institutions of medical and social expertise in pilot regions, was noted at 98% (for the first half of 2025 - 96.3%; by the end of 2024 - 96.8%; by the end of 2023 - 95.5%).
The decree on the pilot project for the rehabilitation of children with disabilities was signed by Prime Minister Mikhail Mishustin in December 2021. The project's launch date is 2022. The Russian Ministry of Labor is overseeing the project's phased implementation. It was initially planned to run until the end of 2024.
Plans to expand the number of regions participating in the project to provide comprehensive rehabilitation and habilitation services for children with disabilities have been known since December 2024. At that time, the cost of a certificate for comprehensive rehabilitation and habilitation for a child with disabilities would be approved in 2025–2027. The cost was calculated using the consumer price index stipulated in the federal budget law for the next three years.
