The Ministry of Labor approved the standard for social rehabilitation of disabled combat veterans

The standard was developed in accordance with a number of specialized orders, including the Procedure for the development and implementation of an individual rehabilitation and habilitation program for a disabled person, approved in February 2025.

The standard for social and environmental rehabilitation and habilitation concerns disabled people belonging to 28 target rehabilitation groups (TRG), including those with visual, hearing, spinal cord impairments, limb amputations and a number of other features. The performers will provide services in accordance with the individual rehabilitation and habilitation program developed by federal institutions of medical and social expertise (MSE).

The rehabilitation organization providing services must have the necessary staff of specialists and rehabilitation equipment, as stipulated by the standard, taking into account the CRG. Social and environmental rehabilitation services can be provided simultaneously with general physical rehabilitation. Specialists must take into account the health condition of the disabled person and medical contraindications.

At the request of the disabled person, accompanying family members may be involved in the implementation of social and environmental rehabilitation to provide care. When conducting social and environmental diagnostics, the specialist must assess the degree of limitations in the categories of "body functions" and "activity and participation" (independent movement, orientation, communication, control of one's behavior).

The list of required specialists includes the position of social worker/social rehabilitation worker, while the list of recommended specialists includes an assistant (helper) for providing technical assistance to disabled people and people with limited health capabilities, a Russian sign language interpreter, a tiflosurdo interpreter, and an audiologist-otolaryngologist.

The activities included in the services include primary (incoming) and repeated (control) social and environmental diagnostics with a minimum duration of 1 hour, information (at least 30 minutes), consultation (at least 30 minutes) and practical classes (at least 45 minutes). For example, a specialist will teach a disabled person independent orientation and movement on social, transport, information and other infrastructure facilities (including using auxiliary technical devices), use of public transport, effective and safe social and environmental interaction in various situations of the disabled person's presence on urban infrastructure facilities, self-help in case of a sharp deterioration in health, rational behavior in normal and extreme situations, use of a guide dog and a number of other skills.

The Ministry of Labor also approved a sample list of necessary rehabilitation equipment (assistive means and technical rehabilitation aids) that an organization must be equipped with to provide the services provided by the standard. The list includes, for example, equipment for teaching walking, as well as Braille signs, walkers, tactile canes, wheelchairs, and hearing aids.

In mid-March 2025, the regulator also outlined a list of medical and social indications and contraindications for providing disabled people with technical rehabilitation equipment (TRE). The document spelled out social indications that will be determined during the medical and social examination to increase the activity and participation of a disabled person and the effectiveness of restoring self-care and work abilities. They include age, general and vocational education, work orientation, participation in social and creative activities, as well as leisure activities.

During the selection of TSR, as noted in the order, it is necessary to take into account adaptive physical education and adaptive sports, living conditions and the specifics of using rehabilitation equipment, taking into account the needs of disabled people, including children, as well as the characteristics of the family and immediate environment.
