New cell tower in Joinville: the mayor is furious

Bertrand Ollivier points out that the recent installation of an SFR antenna in the city was done against the wishes of the municipality and would like the legislation to change.
A legal battle has pitted the Joinville town hall against the company contracted by SFR to install a mobile phone mast in the town. The case dates back to November 2024, when Bertrand Ollivier issued an order opposing the installation of this mast, located on the canal bank near Avenue de Lorraine. The contractor then appealed to the administrative court of Châlons-en-Champagne to have this municipal order suspended. The court granted this suspension in April 2025. The municipality immediately filed three appeals with the Council of State, and in July 2025, the court ruled against the town.
Today, this antenna has recently been installed near the Joinville marina, on the canal bank, on private land. Bertrand Ollivier, who points out that an appeal is still pending in court, remains furious: "We opposed it because of concerns about heritage, the landscape, and health issues, since this antenna is close to homes. I regret that the opinion of the local community has been ignored." For the elected official, "the legislature should address this issue. If there were ten different operators, would there be just as many cell towers? Sharing resources seems essential to me."
