A significant change in appearance due to illness or surgery requires a passport replacement, Valeria Starodubova, a member of the Association of Lawyers of Russia, told RIA Novosti.

According to her, the grounds for replacing a passport are established by Federal Law No. 138-FZ of 28.04.2023 "On Citizenship of the Russian Federation" and the Regulation on the Passport of a Citizen of the Russian Federation (approved by RF Government Resolution No. 2267 of 23.12.2023). According to these rules, a significant change in appearance serves as grounds for exchanging a document.

Starodubova emphasized that significant changes in appearance include transformations caused by an illness or medical intervention, such as plastic surgery.
