On the Aconcagua Radio program "En el medio de todo" (In the Middle of Everything ), they spoke with María Victoria Rubia , a vehicle-related procedures manager. There, in conversation with Cristina Rodríguez , she discussed the current status of the province's registrations.

—What happens when we have to transfer a used car or buy a new one? What are the real changes that have occurred with these changes?

—First, let's talk about the initial registrations for brand new cars. Previously, the procedures were submitted by the address of the party purchasing the brand new vehicle. The change now is that it can be submitted at any vehicle registry within the province of Mendoza, as long as a prior appointment has been made. For us, the authorities, it's exactly the same system. We have to make an appointment with our user to be able to submit the procedure.

—So, if I live in San Rafael, I can get my vehicle registered in San Rafael, and so on... Speaking of registrations, it was also mentioned that, with the changes in automotive laws, the number of vehicle registrations had decreased. How has this affected your work and us as users?

—Actually, the same registries exist; only the seized registries have been closed. But in Mendoza, the same number of registries remains. About a year ago, another registry was opened, the 19th, which covers the entire Godoy Cruz area. The changes, between what it was before and what it is now, require any user or representative to register, without fail, to make an appointment on the National Directorate website.

—Has the system been made easier, improved, or optimized?

—That's actually what happened during the pandemic. I think it was optimized in terms of order. The change to doing the procedure by appointment is very beneficial. There's a bit more order.

—Before, a procedure took a long time; you had to take an entire morning or two to complete a car transfer. Nowadays, have appointments shortened those times?

—More or less, realistically. We're used to it. I go to the registry several times, but maybe during the opening hours for a transfer, the whole morning is lost because the process is reviewed. The transfer is made at the counter where they serve individuals or agents. Then, the process moves to the review and stamping stage, both at the ATM and the National Directorate, and then it goes to the cashier. So, all of that takes a little time.

—Is it absolutely necessary to have the advice of an agency, or can individuals do it independently?

—It can be done independently. I always recommend, when purchasing a vehicle, first obtaining a comprehensive ownership report to ensure the vehicle has no liens, encumbrances, embargoes, or restrictions, that the registered owner is active… Many factors that may make it a little more secure when purchasing a vehicle through a representative.

—What's the difference with buying a used car?

—With a 0 km vehicle, registration can be done at any vehicle registration office, while with a used vehicle, the transfer must be made to the registry where the vehicle is registered.
