Reimbursements and accommodation for doctors, agreement signed between Municipality and ASL to guarantee summer healthcare in Vieste

A concrete response to the shortage of medical personnel during the summer and a virtuous example of institutional synergy. The Municipality of Vieste and the ASL of Foggia have signed an operational agreement to guarantee the full functionality of essential health services – in particular the shifts of 118 and the First Aid Point – from 15 June to 30 September 2025 .

Objective: to guarantee assistance to citizens and tourists

The agreement, signed by the municipal manager Nicodema Deluca and the general director of the ASL Antonio Giuseppe Nigri , has the objective of supporting health care in the municipal territory during the months in which the population increases considerably due to the influx of tourists. The critical issue concerns in particular the difficulty in finding non-resident medical personnel available to cover the shifts.

Reimbursements and accommodations to attract doctors

To encourage the presence of doctors in Vieste, the Municipality undertakes to cover the costs of food and travel of professionals who provide summer service, or, alternatively, to offer three rooms with private bathrooms free of charge in a municipal building, managed as a guesthouse by the “Enrico Mattei” Institute. The accommodations will be available from June 15 to August 31, 2025 .

In economic terms, the Authority has allocated a maximum of 30 thousand euros which will be used to:

• Reimbursements for trips from 8 to 12 hours (22.26 euros) and over 12 hours (44.26 euros)

• Mileage reimbursement for use of own vehicle (1/6 of fuel cost per kilometre)

The commitments of the ASL of Foggia

For its part, the ASL undertakes to:

• Ensure coverage of 118 and PPI shifts with qualified doctors

• Provide timely reporting of shifts performed

• Ensure that municipal housing is used with care and diligence

Responsibility for wages, contributions and insurance will remain with the Health Authority.

A collaboration at the service of health

The document, digitally signed on June 16 and 20, also defines that any disputes will be resolved amicably as a priority or, secondarily, through an arbitration board. The agreement is configured as a cooperation agreement for the protection of public health and could be a model that can be replicated in other tourist municipalities of Gargano dealing with similar summer emergencies.

A small but important step, to prevent the beauty of a tourist destination like Vieste from clashing with the lack of essential services, precisely at a time when the population is increasing and health needs are intensifying.
